A chart at the Broward County Property Appraiser's Office identifies 11 suspects that investigators believe worked together to fraudulently transfer ownership of Broward County homes to themselves. Authorities say the suspects would file false quit claim deeds, liens and litigation against unwitting owners. Three arrests have been made and up to eight others are pending.
